About the National Federation of Public Benefit Organizations (PBOs) – Kenya
The National Federation of Public Benefit Organizations (PBOs) – Kenya is a statutory, non-partisan, self-regulatory national umbrella body established under Section 21 of the Public Benefit Organizations (PBO) Act, 2013.
The Federation brings together registered Public Benefit Organizations (PBOs), Non-Governmental Organizations (NGOs), Civil Society Organizations (CSOs), and recognized self-regulation forums in Kenya. Its primary mandate is to promote self-regulation, accountability, transparency, good governance, and effective service delivery within the PBO sector.
As a legally recognized body corporate with perpetual succession, the Federation provides leadership, coordination, representation, and capacity strengthening to the civil society sector in Kenya.
Background & Establishment
The National Federation of PBOs was established in accordance with Section 21 of the Public Benefit Organizations Act, 2013, which provides for the formation of a national umbrella organization for all registered PBOs and recognized self-regulation forums.
The Act mandates the Federation to:
Serve as the official national representative body of PBOs in Kenya
Promote and coordinate self-regulation within the sector
Advise the PBO Authority, Government, and development partners on matters relating to the sector
Strengthen the institutional capacity and effectiveness of PBOs nationwide
The Federation currently represents and serves over 14,000 registered Public Benefit Organizations operating across all 47 counties in Kenya.
Our Statutory Mandate
In line with the PBO Act, 2013, the Federation is mandated to:
Provide leadership on matters of interest to the PBO and civil society sector
Promote, coordinate, and monitor self-regulation forums
Enhance compliance with the PBO Act, regulations, and codes of conduct
Advise the PBO Authority and donors on sector development
Facilitate capacity building for PBOs to enhance effectiveness and sustainability
Represent the collective interests of PBOs at national, regional, and international levels

The National Federation of PBOs derives its legitimacy from internal democracy, active participation of members, and transparent governance structures.
Leadership is elected in accordance with the law, with oversight from the Independent Electoral and Boundaries Commission (IEBC) as provided for under the PBO Act.
Through this framework, the Federation ensures that the PBO sector remains credible, accountable, and impactful.
